Concept for implementation §7a - Ecological design of contributions

§7 Matrix

Status quo & issue

The requirements stemming from the Battery Act (BattG) had to be transferred into national law on 01.01.2023.

In order to implement Paragraph 7a, it was necessary to create incentives for minimising toxic substances in the production of portable batteries and to include ecological criteria in the design of the fees payable by the manufacturers for bringing the portable batteries onto the market.

Objective & possible solution

By drafting the concept to “implement Paragraph 7a - Ecological Design of the Fees”, criteria for the design of the fees due are to be defined and a price matrix is to be prepared for the design of the fees due by the producers in line with Paragraph 7a of the Battery Act.

Implementation strategy

Results

As part of the project, evaluation criteria were defined for classifying the various electrochemical schemes. Additionally, a price matrix was developed using these evaluation criteria, which serves to supplement the structure of fees payable for portable batteries.

Recommended action

It was and is recommended to actively communicate the price structure to the manufacturers and distributors of portable batteries and to adjust the matrix according to the current circumstances.
